The Federal Integrity Commission announced today, Tuesday, the issuance of an order to summon the former director of the Authority for People with Disabilities and Special Needs in Dhi Qar for tampering and forgery, noting that another accused person was arrested who was following up on transactions there.
The commission stated in a statement received by the Iraqi News Agency (INA) that “the competent investigative judge in Dhi Qar issued a summons order against the former director of the Authority for People with Disabilities and Special Needs in the governorate; after he tampered and forged the referral books received by the medical committees; to affix the department’s seal on them, in addition to losing a number of files and deceiving the administration into auditing them, as well as his responsibility for the existence of cases of scratching, deleting and inking in the issued records and promoting the transactions of citizens from the residents of districts outside the governorate center, according to the violations indicated in the minutes of the investigative committee and the report of the External Audit Division in the Dhi Qar Investigation Office, explaining that the summons order was issued in accordance with the provisions of Article (331) of the Penal Code.”
She added, “The Dhi Qar Investigation Office team – which moved to the Disability and Special Needs Authority in the governorate – was able – after follow-up and investigation – to arrest an accused person red-handed; while following up on the transactions of those included in the full-time appointee and following up on the procedures of medical decisions with unofficial priorities, without official authorization.”
She added, “In the Al-Fajr Municipality Directorate, the team was able to seize all the priorities related to the ownership of plots of land for a number of the directorate’s employees and employees of the real estate registration observation in the judiciary, which were granted in accordance with Article (40) of Law (21 of 2013), without there being anything to support the payment of the amounts due in the real estate ownership books, the value of which amounted – according to the real estate valuation controls in the judiciary for the year 2024 – (204,250,000) million dinars, noting that the prices of real estate according to the prevailing market value are higher than the controls specified in light of the violations indicated by the External Audit Division in the Authority’s Investigation Office in the governorate, in addition to the technical expert’s report,” noting, “The matter was presented to the competent investigating judge; for the purpose of taking appropriate legal measures.”
