Baghdad /Nina/ The Prime Minister’s Office issued a clarification regarding the consulting contract for the two projects (Baghdad Metro and Najaf-Karbala Express Train).
The office stated in a statement: After the announcement of the two projects (Baghdad Metro and Najaf-Karbala Express Train), some false and inaccurate information was circulated through a number of media outlets and social media platforms, so it was necessary to clarify the facts.
He explained that the approved consultant for the project is an alliance consisting of the Malaysian company (HSS) and its approved regional partner to implement its projects in the Middle East and North Africa region (CHSS). This alliance has global experience extending for decades in the field of train systems and the infrastructure that operates them, and was chosen after reviewing Based on a number of similar businesses and previous successful experiences, the company’s information and work have been documented through official methods by the Ministry of Foreign Affairs – the Embassy of the Republic of Iraq in Malaysia.
He added that as part of the government’s efforts to choose the best methods for implementing vital programs, a specialized government team was formed, made up of all concerned parties (the Ministry of Planning, the Ministry of Transport, the Municipality of Baghdad, consultants specialized in transportation affairs), and after extensive study, (the model) was changed. Economic) from implementation through the government budget to implementation through investment by international companies, which ensures that the two projects are implemented in a way that does not burden the government budget, and differs from what was proposed in previous years (government implementation).
He continued: Because the implementation of the two strategic projects requires the government’s use of advanced global expertise, the need to rely on global expertise has emerged. Therefore, the government proceeded to contract with the Global Consultative Alliance, for an amount less than what was approved in Cabinet Resolution No. (23753), which was based on the previous economic model (government implementation), and the contract with the Consultative Alliance was limited to carrying out (audit and supervision) work for the benefit of the government. This will contribute to reducing the cost and obtaining the best specifications for this vital and large project. After professional technical and legal negotiations, it was agreed that the value of the consulting contract shall be at a rate not exceeding only 0.6% of the total value of the project (less than the maximum limit). stipulated in the instructions for implementing government contracts, amounting to (0.8%). We also confirm that the amount of the consulting contract will be borne by the project investor in the future (not the government).
He stressed that during the launch ceremony of the two projects, all this information was presented through the explanatory films that were shown, in addition to the clarifications that took place during television interviews by the Mayor of Baghdad, the Advisor to the Prime Minister for Transport Affairs, and officials in the Ministry of Transport.
