Today, Friday, Minister of Communications, Hiyam Al-Yasiri, revealed the presentation of an international proposal to regulate content on social media sites and govern artificial intelligence.
Al-Yasiri told the Iraqi News Agency (INA): “Iraq has extensive participation in most of the conferences held by international organizations, and it plays an active role in these conferences,” noting that “its participation in the International Telecommunication Union conference during the past days included two parts: the first in what It is related to digital transformation, and the second part is artificial intelligence.”
She added that she “demonstrated during the conference that Iraq has no significant problem related to digital transformation, because Iraq has more than a 103% mobile subscription rate, has three (4G) licenses, and there is a fourth connection opportunity with fifth generation technology, and has 4 million wireless subscribers.” And 3.5 million optical fibers (Fiber Tohom),” pointing out that “Iraq is moving greatly towards digital transformation, and there is an international problem related to the content, and there is no coordination and cooperation from the companies that own these unethical applications that affect the cultures and ethics of the people, so I presented Proposing that the International Telecommunication Union undertake the issue of setting binding standards for social media companies that are appropriate and respect the cultures and religions of different peoples.
Al-Yasiri continued: “With regard to the field of artificial intelligence, this technology is important and dangerous at the same time, and we presented proposals to the conference, including the governance of artificial intelligence by the United Nations to be the umbrella to contain this technology and for all countries of the world, and we stressed the need to take into account developing countries, And not to leave it behind, because this file is dangerous, and the companies that manufacture this technology often pursue material interests, and may steal the efforts of governments to control this file, so it is necessary to establish general principles that preserve human dignity, focus on the ethics of artificial intelligence, and be under the auspices of nations. “United Nations, and then each country will have its own strategies for dealing with artificial intelligence, and Iraq has begun developing a draft law on artificial intelligence.”
She stressed that “the government has provided a large number of services, especially in the communications sector, and Iraq has a small sea port through Basra, and it has two sea cables, which have been activated and started operating commercially, and we are on the way to signing a contract to land a third optical cable at Al-Faw station,” indicating that “the goal of The Ministry is to make Iraq an important station for international communications, parallel to the communication service through the Suez Canal, and now there is great interest in the passage of communication through Iraq, because the road is land and short and there is ease in its maintenance and it can connect the countries of the region and the world through Iraq, passing through Turkey, and we have understandings with many countries and companies. To achieve this goal, and to activate Iraq’s position in the region.”
