The staff of the Investigation Department of the Integrity Commission in Karbala carried out operations to detect violations and waste of public money in the directorates of the municipality, real estate registration, education, the State Real Estate Department, the Governorate Office, and the Investment Authority in Karbala.
The department stated in a statement received by Al-Rasheed, that “the Karbala Investigation Office team, which moved to the Real Estate Registration Directorate in Al-Hurr District, monitored violations in the transaction of transferring ownership of a property whose ownership belongs to the Karbala Municipality Directorate,” noting that “a female employee (a sponsored defendant) committed Real estate registration by registering the property, which has an area of (8 dunums and 12 acres) in the names of a number of people after tampering with the restrictions, in contravention of controls and instructions. In the State Real Estate Department, violations were observed by the committee charged with calculating the average rent for a number of properties at less than their real value in the amount of (107,500,000). 1 million dinars represents the value of wastage of public money. As a result of violations committed by the committee.”
She added, “Violations were revealed in the governorate’s municipalities directorate, and the accused, the former director of the Al-Har municipality, handed over the old municipality building, whose value is estimated at (3,000,000,000) billion dinars, to one of the plaintiffs. Despite the issuance of judicial decisions in favor of the municipality to dismiss the plaintiff’s claim regarding the handing over of the building site; Because it cannot be removed; Because it is designated for public benefit purposes, adding that the Imports Division in the Directorate did not take the necessary legal measures to collect the debts owed by the investor in the project to establish a modern model slaughterhouse for meat production and marketing, pointing out that rent payments have not been collected from the investor since the year 2020.”
She pointed out, “The Financial Affairs Department in the local administration in the governorate committed administrative and financial violations, represented by not settling financial advances amounting to a total of (578,440,000) million dinars owed by some committees and agencies since 2015, and the advance granted to delegates to Egypt, the Karbala Club, and the Maintenance Committee.” Wheels of Representatives and the Governor’s Assistants, pointing out that violations had occurred in the “Ceramic Factory” project granted for investment to a general contracting and trading company,” explaining that “the Karbala Investment Authority granted an investment license; To establish a factory on land belonging to the Ministry of Finance, despite the State Real Estate Department’s opposition to completing the formal procedures for signing the lease contract for the land allocated for the project, in addition to the delay in completing the project.”
She pointed out, “The team, which moved to the Karbala Education Directorate/Private Education Division and the Civil Defense Directorate, monitored violations in the construction of a number of private schools, as it found that the school facades and walls were covered with highly flammable materials (alicobond and sandwich panel), and that there was a major defect in Electrical installations and large cracks in secondary ceilings, in addition to falling pieces of granite found in stairs and corridors, and failure to take safety and security measures. “Which puts the students’ lives in danger.”
