Baghdad/Nina/ Prime Minister Muhammad Shiaa Al-Sudani directed that an emergency meeting be held today for the Ministerial Council for National Security, to follow up on developments in the region and confirm the Iraqi position on them.
The Prime Minister’s Media Office stated: “The Speaker of the Council, Muhammad Shiaa Al-Sudani, chaired today the forty-seventh regular session of the Council of Ministers, during which the latest developments in the situation in the country were discussed, important files in various fields were discussed, and the progress of implementation of the government program with its working priorities.”
The Council followed the developments and situation in the region, as Al-Sudani confirmed that the message sent by the Zionist entity to the UN Security Council represents a pretext and excuse for attacking Iraq, and an achievement of the entity’s continuing efforts to expand the war in the region.
Al-Sudani stressed that Iraq rejects these threats, and that the decision to make war and peace is a decision made by the Iraqi state, and no party is allowed to confiscate this right, pointing to Iraq’s refusal to enter the war, while remaining steadfast in its principled position of ending it, and seeking relief for the Palestinian and Lebanese peoples.
The Prime Minister directed an emergency meeting of the Ministerial Council for National Security to be held today to follow up on developments and confirm the Iraqi position.
Within the framework of official and popular support for our people in Gaza and Lebanon, and in order to provide them with the necessary relief materials, in light of the harsh conditions they are exposed to, and within the government’s approach to encouraging work and voluntary initiatives, the Council of Ministers voted to approve opening the door for voluntary donations to state employees and employees. All, by deducting a percentage of (1) percent from the salary, allowances, and retirement salary, for those who wish, and the amount is deposited in the Gaza and Lebanon support accounts equally, or according to the priorities determined by the Prime Minister, provided that this decision is implemented starting from the date of December 1. First-2024.
The Council considered the topics on the agenda and took the necessary decisions regarding them.
In following up on the affairs of the agricultural sector and consolidating food security, and based on the Sudanese directive, the Council agreed to receive the Ministry of Commerce’s turnip crop for areas cultivated outside the agricultural plan for the year 2024.
In fairness to the government’s workers in the oil sector, and in order to obtain their legally guaranteed entitlements, it was agreed to exclude oil companies affiliated with the Ministry of Oil by releasing (50) percent of employees’ profits if the Federal Office of Financial Supervision approves their financial statements, without adhering to what was stated in the Facilitation Instructions. Implementing the Federal General Budget Law for the three fiscal years (2023 – 2024 – 2025), based on the provisions of Article (34) of the aforementioned instructions, and the Ministry of Finance’s handling of the issue of the aforementioned corporate debts; So that it can pay the share of the public treasury, provided that the boards of directors of companies bear responsibility for the accuracy and integrity of the data and procedures.
In the field of administrative reform and evaluating the performance of officials in government institutions, the Council of Ministers approved the appointment of 8 general directors in various ministries, based on the performance evaluation criteria approved by the Council.
In the education sector, the following was approved:
1- Replacement of the founding body of Al-Taf College, the National University, from the Iraqi Teachers Syndicate/Holy Karbala Governorate branch, to (9) members of the founding body of retired teaching professors, based on the provisions of the Private Higher Education Law (25 of 2016).
2- Urging the Ministry of Higher Education and Scientific Research to complete instructions to facilitate the implementation of the provisions of the Private Higher Education Law (26 of 2016) to address the issue of withdrawal, death, and replacement of members of the founding bodies of private universities and colleges.
In continuation of the government’s approach to communicating with unions and federations, and hosting union officials in Cabinet sessions, the session witnessed the hosting of the President of the Dentists Syndicate, and the following was approved:
Forming a committee headed by the Head of the Legal Department in the General Secretariat of the Council of Ministers and with the membership of a representative of the Council of Advisors, the President of the Syndicate of Dentists in Iraq, and a representative of the Ministry of Health, which will study the demands stated in the letter of the aforementioned union, provided that it submits its recommendations within (30) working days, Starting from the date of issuance of this decision, the Committee may host whomever it deems appropriate at its meetings to complete its tasks.
In order to ensure the continuity of electrical energy and raise the level of its supply to the governorates, the Council decided to stop work on what was stated in Paragraph (7) of Cabinet Resolution No. (24600) of 2024, according to the details received from the Ministry of Electricity.
In the course of government support for sports in general, and for the national football team in particular, the Council agreed to allocate the Ministry of Finance an amount of (4) billion dinars to the Iraqi Football Association for the purpose of completing the obligations related to the training staff contract for the national football team, and the preparations for the participation of the national team. In the World Cup and Asian Cup qualifiers from the emergency reserve, based on the provisions of the Federal General Budget Law (13 of 2023), and the instructions to facilitate the implementation of the Federal General Budget Law (1 of 2023) according to the details set forth by the Iraqi Football Association.
The Council considered a number of topics on the agenda and took the following decisions:
1- Approval of the comprehensive development plan for the city of Baghdad for the year 2030, based on the amended Municipal Administration Law (165 of 1964), approved by the Supreme Committee for Basic Design in the Baghdad Municipality.
2- Approval of the draft law on the first amendment to the Anti-Human Trafficking Law (No. 28 of 2012), which was reviewed by the Council of State and referred to the House of Representatives, based on the provisions of the Constitution, taking into account the observations of the Legal Department in the General Secretariat of the Council of Ministers.
3- Exempting the National Laboratory Center from the provisions of Article (7/First and 7/Six) set forth in the instructions to facilitate the implementation of the Federal General Budget Law of the Republic of Iraq for the fiscal years (2023 – 2024 – 2025).
In diplomatic and foreign relations matters, a draft law ratifying the agreement to exempt holders of diplomatic and service passports from entry visas was approved between the government of the Republic of Iraq and the government of the Republic of Indonesia, and referred it to the House of Representatives, based on the provisions of the Constitution. The Council also voted to approve the draft law on accession to the Republic of Iraq.
