The Ministry of Higher Education and Scientific Research confirmed that any certificate coming from an unrecognized university is not equivalent, while indicating that Iraqi universities have begun to operate according to international standards.

The advisor to the Ministry of Education, Alaa Abdel Hassan, said to the “Under Two Lines” program, which is shown on Al-Iraqiya News and followed by the Iraqi News Agency (INA): “The Times Foundation is basically a journalistic institution, but it began to follow a specific curriculum and became an international classification, while Shanghai is affiliated with the Chinese University of Shanghai.” It is the most important in the world because it provides very important standards and indicators that every university seeks to achieve a position in this classification.”
He added, “The issue of progress in classifications is not the main goal of the Ministry, but rather it seeks to ensure that our universities are of high quality that qualifies them to be among the ranks of international universities,” calling on “universities to work in accordance with the standards that international universities work upon.”
He pointed out that “these classifications will qualify Iraqi universities to work in accordance with international standards and be eligible to grant a certificate that qualifies the student to work in the global labor market,” stressing that “universities have begun to operate according to international standards and what concerns us now is meeting the needs of the national and global labor market.”
Regarding the equivalency of certificates, he stressed that “Iraq is one of the difficult countries in the equivalence of certificates,” noting: “We have scientific evidence for universities abroad.”
He continued: “We do not accept any certificate that comes from a university that is not recognized and is not included in the scientific evidence,” noting that “after the years 2021 and 2022, we began to receive thousands of applicants for equivalency of certificates.”
For his part, the President of the University of Baghdad, Bahaa Ibrahim, confirmed that Iraq’s presence in international classifications enhances the academic standing of universities.
Ibrahim said to the “Under Two Lines” program, which is shown on Al-Iraqiya News and affiliated with the Iraqi News Agency (INA): “The international classifications (The Times and Shanghai) are the result of the work and development of institutions,” indicating that “what is important for our presence in the international classifications comes to strengthen the position of Iraqi universities.” inside and outside”.
He added, “Universities attract students from inside and outside Iraq, especially old universities such as the University of Baghdad,” pointing out that “The University of Baghdad had a major role not only in building the Iraqi state, but it also attracted foreign students from various countries and they had a role in building their countries.”
He continued: “We seek to re-distinguish curricula in accordance with international standards,” noting that “Iraq’s presence in international classifications enhances the scientific standing of our universities.”
He pointed out that “the minister launched the Study in Iraq initiative and we began to attract non-Iraqi students from abroad,” stressing that “the University of Baghdad is working to attract foreign students and enhance its curricula internationally.”
