Within hours, France, Britain, Italy, and several others followed suit. The decisions heightened nervousness among the more than 1.5 million Syrians who have settled in Europe since the civil war began in 2011. That opportunity cannot be missed,” United Nations Secretary-General António Guterres said last week in New York. “The process must be guided by the underlying principles of Security Council Resolution 2254.” Many senior international diplomats, including the US Secretary of State Antony Blinken and German Foreign Minister Annalena Baerbock, have said similar.
