Today, Monday, the Federal Integrity Commission revealed an exaggeration in the purchase of machinery by the Dhi Qar Reconstruction Fund by more than one billion dinars.
The Authority’s Government Media and Communications Office stated, in a statement received by the Iraqi News Agency (INA), that “the Dhi Qar Investigation Office monitored an exaggeration in the purchase of specialized machinery for the municipality of Nasiriyah by the Governorate Reconstruction Fund in the amount of (1,235,000,000) dinars,” noting that “the investigations of the Office’s work team The Dhi Qar investigation and the report of its External Audit Division and specialized experts revealed an exaggeration in the prices of purchasing vehicles.”
He confirmed that “there is no record of inspection and receipt of the materials that were purchased or their conformity with the technical inspection,” pointing out that “the Fund limited itself to sending a direct invitation to one company, and approving the offer it submitted without resorting to other companies, in addition to not approaching the General Company for the Automotive Industry.” and equipment for the purpose of processing.
He continued, “tampering and forgery were detected in the minutes of allocating plots of land distributed among the segments included in the distribution in the Nasiriyah Municipality Directorate by not conducting the electronic lottery for a number of minutes in the year 2020, in addition to granting plots of land to citizens who had previously benefited, and the presence of forgery in the real estate numbers allocated within the electronic lottery, and the allocation Real estate numbers differ from the numbers nominated by the municipality,” noting that “the committee in charge of distribution replaced the plots of land in the allocation reports without taking into account their material value, which caused a waste of public money.”
He pointed out that “906 fake IDs issued by the workers’ union in the governorate were uncovered, with the aim of including their owners in the plots of land allocated to the workers segment, out of 2000 IDs issued by the union, for which there are no priorities in the basic records, and the date on which the transaction was received was not The allocation of land plots issued by the Nasiriyah Municipality was before the date of issuance of the union’s identity.”
He explained, “The director of the Municipality of Souq Al-Shuyoukh disbursed (64,434,000) dinars as overtime wages to employees to complete assigned work during official working hours, and there is nothing to support their attendance after working hours or on official holidays.”
